摘　　要：大规模间歇性新能源并网是致使电力系统实时平衡及安全稳定运行任务繁重的原因之一。为建立合理分摊机制,疏导由此产生的系统性调节成本,基于系统性调节成本的典型分摊机制调研,按“谁受益、谁承担”的原则,结合安徽电力系统调节特性、能源发展规划以及电力现货建设情况,设计与安徽电力现货市场发展阶段相适应的新能源参与的系统性调节成本分摊机制,为其他电力现货试点省份提供经验借鉴。Large-scale intermittent new energy results in sort of a heavy task of real-time balance and safely stable operation for power system.A reasonable sharing-mechanism is established to correspond the power system regulation cost.Based on a research on typical mechanisms,with the principle of“who benefits,who bears”,combined with the power system regulation characteristics,the development trend of new energy and also the electricity spot market in Anhui,a mechanism of regulation cost-sharing suitable for Anhui’s energy development planning and market scheme is proposed to provide experience for other pilot spot market provinces.
