摘 要:实现国家治理体系和治理能力现代化,防范化解各种风险挑战,迫切需要领导干部提升应急管理能力。制约领导干部应急管理能力的因素主要是应急预案的编制和运用存在偏差,现场应急指挥协调与调度困难,舆论引导的专业知识和实践经验欠缺,危机心理承受力有待加强。提升领导干部应急管理能力,需要从机制运行到预案建立,从整合协作到管理格局,从知识获取到舆情引导,从思维定式到心理优化进行全方位转型,以适应治理现代化的需要。To achieve modernization of the national governance system and governance capacity,and prevent and resolve various risks and challenges,it is urgent for leaders at different levels to enhance their emergency management capabilities.The main factors that constrain their capabilities are the deviations in the formulation and practice of emergency plans,difficulties in on-site coordination,insufficiency in professional knowledge and practical experience in guiding public opinion,and weakness of psychological resilience.To enhance the capabilities,a comprehensive transformation is needed from mechanism operation to plan establishment,from cooperation to overall management,from knowledge acquisition to public opinion guidance,and from fixed thinking to psychological optimization so as to satisfy the needs of governance modernization.
