摘 要:文章以黑龙江省下辖的12个地级市以及1个地区作为研究对象,从自然灾害风险评价的理论出发,选取了致灾因子等4个指标作为评价体系,选取了8个评价指标,采用层次分析法赋予各个指标权重,利用加权综合法进行计算表征洪涝灾害综合评价FDRI。最后借助地理信息系统Arc-GIS平台的空间叠加分析技术对黑龙江省暴雨洪涝灾害的风险性进行计算,最终实现黑龙江省暴雨洪涝灾害综合风险区划图。结果表明:黑龙江省洪涝灾害危险性、易损性以及防灾减灾能力均有着较大的空间差异性,呈现出西南部与东北部地区风险高于东南部与西北部地区,洪涝灾害影响较大,风险较高。This paper takes 12 prefecture-level cities and one region in Heilongjiang Province as the research object,starts from the theory of natural disaster risk assessment,selects four indicators such as disaster factors as the evaluation system,selects eight evaluation indicators,uses the analytic hierarchy process to give weight to each indicator,and uses the weighted synthesis method to calculate and represent the comprehensive evaluation FDRI of flood disaster.Meanwhile,the risk of rainstorm and flood disasters in Heilongjiang Province was calculated with the help of spatial superposition analysis technology of ArcGIS platform of geographic information system,and the comprehensive risk zoning map of rainstorm and flood disasters in Heilongjiang Province was finally realized.The results show that:there are great spatial differences in the risk,vulnerability and disaster prevention and reduction ability of flood disaster in Heilongjiang Province,showing that the risk in the southwest and northeast regions is higher than that in the southeast and northwest regions.
