摘　　要：为有效防范安全风险、减少海上事故的发生,通过分析航运公司在安全风险管理中存在的问题,以“船舶”为核心,以船舶航次风险防控和隐患排查治理为主线,促使船、岸双方有效联动,并进一步优化“航次计划”的制定和实施,共同构建符合航运业风险防控特点的船舶航次安全风险评估和管控机制,为未来航运公司实施“双预防”机制、防范水上安全风险提供了有益的探索与实践。In order to effectively control safety risks and reduce the occurrence of maritime accidents,by analyzing the problems in the safety risk management of shipping companies,with"ships"as the core and ship voyage risk prevention and control and hidden danger investigation and control as the main line,effective linkage between ships and shore has been established.The formulation and implementation of"voyage plans"are further optimized,and a ship voyage safety risk assessment and control mechanism that conforms to the characteristics of risk prevention and control in the shipping industry is jointly constructed,providing beneficial exploration and practice for shipping companies in their future implementation of the"dual prevention"mechanism and water safety risk prevention.
