摘　　要：“说情打招呼”是基层海事行政执法领域常见的不正之风,它干扰正常执法,侵蚀政治生态,影响单位形象,是党风廉政建设长期想解决但还没有解决的顽疾。基础不牢,地动山摇,通过立足基层海事实际,系统阐述“说情打招呼”表现形式、特点、行为模式,分析“说情打招呼”顽疾存在的原因,并提出系统性对策。"Intercession and pleading for mercy"is a common misconduct in grass-roots maritime administrative law enforcement,which disturbs normal law enforcement,erodes the political ecology,and impairs the image of units.It is a stubborn disease that has long to be solved but has not yet been solved in the construction of party style and clean government.Based on the reality of grass-roots maritime affairs,this paper systematically expounds the manifestations,characteristics and behavior patterns of such misconducts,analyzes the causes for its stubborn existence,and proposes systematic countermeasures.
