摘　　要：美元主导全球石油市场的时代背景下,中国已成为全球第一大原油进口国,世界油气市场的重要参与者。基于增强国际市场影响力,保障中国能源安全的意义,人民币国际化进程正稳步推进。推行石油人民币的外部条件逐步成熟,“一带一路”倡议为石油人民币提供动力,国际形势与“去美元化”浪潮为石油人民币创造机遇,中国政府持续扩大金融开放助力石油人民币发展。同时,确立石油人民币国际地位尚存诸多制约,包括跨境人民币回流机制和政策有待完善,美国极力维护其“世界霸主”地位等。因此,中国需抓住机遇,积极开展大国能源外交、促进重点区域经济合作、健全发展石油交易金融体系,推动石油人民币稳健发展。In an era when the US dollar dominates the global oil market,China has become the world's largest importer of crude oil and an important participant in the world oil and gas market.Based on the significance of enhancing influence in the international market and safeguarding China's energy security,the internationalization of the RMB is steadily advancing,the external conditions for the implementation of the oil RMB are gradually maturing,the Belt and Road Initiative provides impetus for petro-RMB,the international situation and the wave of “de-dollarization” create opportunities for petro-RMB,and the Chinese government continues to expand financial openness to facilitate the development of petro-RMB.At the same time,there are still many constraints in establishing the international status of petro-RMB.The mechanism and policies for cross-border RMB flow back need improving and the US is trying to maintain its “world hegemony” status.It is necessary to seize the opportunity to actively carry out major country energy diplomacy,promote economic cooperation in key regions,improve the development of oil trading financial system,and ramp up the steady development of petro-RMB.
