摘 要:通过基于知识生产函数加入影响创新产出的其他因素构建相关模型,分析了知识产权保护制度对技术创新的影响机制。再运用2007~2020年我国工业行业面板数据,在测算我国知识产权保护水平和研发存量的基础上,构建知识生产函数,实证分析了知识产权保护及企业规模、政府资助、绩效水平等各因素对知识产出弹性的影响。研究结果表明:知识产权保护对知识产出具有显著的正效应;在知识生产中,研发资本比研发人员作出了更大的贡献,且知识生产过程表现出明显的规模报酬递增的特征;政府资助和绩效水平对知识产出表现出明显的正效应;而技术机会则对知识产出具有明显的负效应。Based on the knowledge production function and other factors affecting innovation output,this paper constructs a relevant model to analyze the impact of intellectual property protection system on technological innovation.Then using the panel data of China's industrial sector from 2007 to 2020,and on the basis of measuring China's intellectual property protection level and R&D stock,this paper constructs a knowledge production function and empirically analyzes the impact of intellectual property protection,enterprise scale,government funding,performance level and other factors on the elasticity of knowledge production.The results show that intellectual property protection has a significant positive effect on knowledge output:in knowledge production,R&D capital makes a greater contribution than R&D personnel,and the process of knowledge production shows the characteristics of increasing returns to scale;government funding and performance level have obvious positive effects on knowledge output but technology opportunity has a negative effect on knowledge output.
