摘　　要：随着现代警务机制的全面推广和基层社会治理体系和治理能力现代化的发展,公安机关交通管理部门面临众多自身、外部的工作掣肘,亟需通过执法办案机制改革寻求破局之道。杭州市公安局交通警察支队全面推进执法办案机制改革,改变了交通警察传统执法办案模式,强化了现场执法规范,降低了争议案件数量,提升了执法办案质量和执法效率,增强了交通警察执法公信力。在新的形势下,要进一步破解执法办案机制改革过程中面临的困境,必须强化顶层制度设计和制度供给,加强法制监督,建强专业队伍,坚持数字赋能,全面推进交通警察执法工作现代化。With the comprehensive promotion of modern police mechanism and the modernization of grassroots social governance system and governance capacity,the traffic management department of public security organs is faced with many internal and external constraints,and it is urgent to seek a way to break the situation through the reform of law enforcement case-handling mechanism.The Traffic police detachment of Hangzhou Public Security Bureau has comprehensively promoted the reform of law enforcement and case handling mechanism,changed the traditional law enforcement and case handling mode of the traffic police,strengthened the law enforcement standards on the spot,reduced the number of controversial cases,improved the quality and efficiency of law enforcement,and enhanced the credibility of the traffic police in law enforcement.Under the new situation,in order to further solve the difficulties faced in the reform of law enforcement handling mechanism,it is necessary to strengthen the top-level system design and system supply,strengthen legal supervision,build a strong professional team,adhere to digital empowerment,and comprehensively promote the modernization of traffic police law enforcement.
