摘 要:以某企业自行改造旧厂房为商住房地产项目为例,模拟市场开发模式作为对比方案,以此分析政府和企业的经济价值变化:该类项目的实施不仅可使存量土地资源得到利用、缓解用地紧张、促进城市建设发展,并且无损政府总收益,仅构成比例发生变化;企业总体利益基本相当,但其无需通过竞争即可获得参与房地产开发的机会,并且可以远低于市场开发项目的自有资金启动项目,获得极大的开发效益,该类项目具有强大的内生利益驱动。Takes an enterprise's self transformation of an old factory building into commercial residence as an example,and simulates the market development model as a comparison scheme to analyze the changes in the economic value of the government and the enterprise:the implementation of such projects can not only make use of the existing land resources,ease the tension of land resource,promote the development of urban construction,but also keep the government's total income,just only change the proportion;The overall interests of enterprises are basically the same,but they can get the opportunity to participate in real estate development without competition,and they can start projects with far lower capital than market development model,obtaining great development benefits.Such projects are strongly driven by endogenous interests.
