淮安市大运河文化带乡村振兴先导区建设研究

摘　　要：淮安既是大运河文化带沿线的重要节点城市,也是农业大市,全市城镇化率为63.8%,农业产值约占GDP总值的10%。淮安市大运河文化带乡村振兴示范区建设取得了显著的成效,但也存在规划系统设计研究不够、公共资源盘活推进不快、基础设施建设投入不足、人居环境整治机制不全及产业结构调整力度不强等问题。建议找准区域发展坐标,明确城乡融合方向;畅通城乡要素流动,扩大乡村空间再生产;创新发展动力机制,打造运河乡村特色。Huai' an,an important node city along the Grand Canal Cultural Belt and a strong agricultural city,achieves an urbanization rate of 63.8%,of which the agricultural output value accounts for about 10% of the GDP.The construction of Huai' an Grand Canal Cultural Belt Rural Revitalization Demonstration Zone has achieved remarkable achievements,but there are also many challenges,including insufficient planning system design and research,slow promotion of public resources revitalization,insufficient investment in infrastructure construction,incomplete human settlements remediation mechanism and weak industrial structure adjustment.Through exploration,series of improvement suggestions have been clarified,including identifying regional development coordinates and clarifying the direction of urban-rural integration;smoothing the flow of urban and rural factors,expanding rural space reproduction;innovating the driving force mechanism for development,and creating rural characteristics along the canal.
