国际化经营战略下的规划计划人才培养路径

摘　　要：规划计划管理是保障企业将宏观战略规划转变为可实施行为目标的过程。通过调研国际油公司最佳实践发现,目前国内规划计划管理水平与国际化经营战略要求还有差距,主要表现为国际与国内两套管理体系的兼容不够、规划计划对公司资产价值提升作用不足、适用于油田不同开发阶段的价值评估体系不全三个方面,进而提出“一专多能”的规划计划人才培养理念,重点在目标管理、经营管理、专业技术、财务分析和数据感知等五个方面开展素质能力建设,建议在人才选拔、素质能力提升、开展海外项目实践锻炼三个方面拓宽培养途径,提高企业的国际竞争力和战略执行力。Planning management is a process to ensure that enterprises transform macro strategic planning into actionable behavior goals.Through the investigation of the best practices of large oil companies at home and abroad,it is found that there is still a gap between the level of domestic planning management and the requirements of international operation strategy,which is mainly manifested in the following three aspects:insufficient compatibility of management systems,insufficient promotion of value,and incomplete evaluation methods.The paper then puts forward the concept of“one specialty and multiple capabilities”for the planning of talent cultivation.The paper focuses on the qualities and competence cultivation in the five aspects of target management,operation and management,professional know-how,finance and data analysis,and proposes to broaden the training channels in the three aspects of talent selection,qualities and competence improvement and on-site training,in an effort to improve the international competitiveness and strategic execution of enterprises.
