强化地方水利监督体制机制法治管理的思考

摘　　要：近年来,地方各级水利部门强化水利监督工作,有效促进了水利各项工作做实做细,为保障水利高质量发展发挥了重要作用。目前,地方水利监督仍然存在认识上有偏差、监督体制不健全、法治化水平不高、保障能力不足等问题。文章针对存在的问题,从强化教育培训、健全问题整改和容错纠错机制、明晰监督职责、推进市县监督队伍建设、健全法律法规、完善制度标准、加大资金投入、推进信息化建设等方面,提出了相关对策措施。In recent years,local water conservancy departments at all levels have strengthened water conservancy supervision work,effectively promoting the practical and detailed work of water conservancy,and playing an important role in ensuring the high-quality development of water conservancy.At present,there are still problems in local water conservancy supervision,such as deviation in understanding,incomplete supervision system,low level of legalization,and insufficient guarantee capacity.The article proposes relevant measures to address the existing problems,including strengthening education and training,enhancing issues rectification and fault-tolerant correction mechanisms,clarifying supervision responsibilities,promoting the construction of municipal and county level supervision teams,improving laws and regulations,reinforcing institutional standards,increasing financial investment,and facilitating information construction.
