美国、澳大利亚、日本城市体育公园建设实践及其启示

摘　　要：采用文献资料法和逻辑分析法,对美国、澳大利亚与日本城市体育公园建设实践进行分析。研究表明,美国、澳大利亚和日本城市体育公园实践在建设标准、建设内容、参与建设主体、运行管理模式方面各具特色,对我国建设城市体育公园体系以落实全民健身战略、打造宜居宜业城市具有经验借鉴。我国应完善城市体育公园的配套政策,明确多元主体参与建设权责;细化城市体育公园建设标准,提升城市体育公园可及性;丰富城市体育公园建设内容,建设生态城市体育公园;引导社会力量参与体育公园建设,形成多元主体协同参与模式。This paper analyzes the construction practice of urban sports parks in the United States,Australia and Japan by using the methods of literature and logical analysis.The research shows that the construction practice of urban sports parks in the United States,Australia and Japan has its own characteristics in terms of construction standards,construction content,participants in construction,and operation and management model,which has experience and practical references for China's urban sports park system to implement the national fitness strategy and build livable and business cities.The enlightenment lies in improving the supporting policies of urban sports park and clarifying the rights and responsibilities of multiple subjects in the construction;refining the construction standards of urban sports parks,and improving the accessibility of urban sports parks;enriching the content of urban sports park construction,and constructing the ecological city sports park;and guiding social forces to participate in the construction of sports parks and form a mode of collaborative participation of multiple subjects.
