生态移民村落治理有效的实现路径探索——以陕西Y村为例

摘　　要：本文以Y村为例,通过分析其发展过程中的治理失序与重构过程,探索生态移民村落有效治理的实现路径。煤炭经济的兴衰使Y村社会经济结构日益分化,引发村民个体利益与村社公共利益的矛盾,导致村落在组织、经济与社会关系等层面发生裂变,陷入治理失序状态。在乡村精英带领下,Y村通过完善乡村组织体系协调多元利益主体关系,通过发展新型集体经济实现村集体与村民间的利益联结,通过提升社区公共服务水平实现全村利益共享,使个人利益与村集体公共利益实现有效平衡,并推动社区形成合作共治格局,促进社区良序善治,实现社区有效治理。This case study of Ycun Village explores the approaches to realizing the effective governance of eco-immigrant villages by analyzing the governance disorder and reconstruction process in its development process.The rise and fall of the coal econo-my has increasingly divided the socio-economic structure of Ycun,which has led to the contradiction between the villagers\indi-vidual interests and the village community's public interests,and the fission of the village at the level of organization,economy and social relations,and resulted in a state of governance disorder.Under the leadership of rural elites,Ycun has coordinated the relationship among multiple interest holders by improving the rural organization system,realized the interest connection be-tween the village collective and the villagers by developing the new collective economy,the benefit sharing of the whole village by improving the community's public services,the effective balance between individual interests and the public interests of the village collective.Thus,it has promoted the formation of a cooperation model through the co-governance of the community,im-proved good order and good governance in the community,and realized effective governance in the community.
