摘 要:应对“双碳”目标,国家鼓励突出区位优势,形成各具特色的地方低碳发展模式。作为北方能源型城市之一,榆林市面临碳排放基数大、生态治理形势严峻、重煤依煤度持续增长等问题。为此,通过剖析榆林市产业结构特征及影响,结果表明:榆林市2020年CO_(2)排放量2.11×10^(8)t,以电力(39.9%)、兰炭(24.0%)和煤化工(17.1%)行业为主,生态碳汇仅占排放量的6.5%,开发潜力较大;提出了“1个思路、6项工程”的碳中和实现路径,即优化管理思路,实施节能降碳技改,生物质碳转化利用,碳捕获、利用与封存,农林(草)业碳增汇,清洁能源开发利用和碳金融服务6项工程;基于“以废治废”理念,提出了将固体废弃物改性无害化处置后制备土壤改良剂,用于碳汇林(草)业建造及绿色矿山建设的行动方案。研究可以为北方能源型城市中长期碳中和政策制定提供参考依据。In response to the carbon peaking and carbon neutrality goals,China encourages highlighting regional advantages,and forms local low-carbon development models with their own characteristics.As an energy-oriented city in the northern China,Yulin faces many problems,such as large carbon emission base,severe ecological governance situation,and increasing emphasis on and reliance on coal.Therefore,the characteristics and impact of Yulin's industrial structure were analyzed,and the results showed that:Yulin's CO_(2) emission in 2020 was 2.11×10^(8) t,mainly in electric power(39.9%),semi-coke(24.0%)and coal chemical industry(17.1%),and the ecological carbon sink accounted for only 6.5%of the emission,which has great development potential in future.This paper proposed the realization path of carbon neutrality of"one idea and six projects".That is,to optimize the management ideas,implement the"six"projects of energy conservation and carbon reduction technical transformation,biomass carbon conversion and utilization,carbon capture,utilization and storage,carbon sink increase in agriculture,forestry(grass)industry,development and utilization of new energy and carbon financial services.Taking ecological carbon sink as an example,based on the concept of"treating waste with waste",this paper put forward an action plan for improving the quality and efficiency of ecological carbon sink for carbon sink forest(grass)industry and green mine construction by preparing soil conditioner after modification and harmless treatment of industrial solid waste.This study can provide a reference for the formulation of medium and long-term carbon neutrality policy in northern energy-oriented cities.
