人才引进背景下城市人才空间分布研究——以石家庄“绿卡”人才分布格局为例

摘　　要：人才是衡量一个城市创新水平的重要指标,随着我国人才强国战略实施的不断深入,各地纷纷出台引才政策.石家庄人才“绿卡”政策自出台以来引进各类高水平人才1万余人,通过探究高水平人才空间分布特征能够为优化城市用地结构和提升城市竞争力提供对策参考.运用核密度分析法对石家庄2017年9月-2022年6月引进“绿卡”人才的空间分布进行计算,分析结果显示:石家庄“绿卡”人才整体呈现“核心—边缘”的分布格局;学位层次越高人才数量越少,向心集聚特征越明显;不同行业人才的空间分布特征差距明显.以此为基础,从优化产业用地规划、完善周边配套设施、提高引才政策针对性等方面提出了引导人才形成多中心集聚结构的对策建议.Talent is an important indicator to measure the innovation level of a city.With the deepening implementation of the strategy of strengthening the country with talents,many regions have introduced talent introduction policies.Since the introduction of the"green card"policy for talents in Shijiazhuang,more than 10000 high-level talents have been introduced.It can provide countermeasures for optimizing the urban land structure and improving the urban competitiveness through exploring the spatial distribution characteristics of high-level talents.The nuclear density analysis method is used to calculate the spatial distribution of the Shijiazhuang"green card"talents from September 2017 to June 2022.The analysis results show that:Shijiazhuang"green card"talents present a"coreedge"distribution pattern as a whole;The higher the talents'degree level,the less the number of talents,and the more obvious the centripetal agglomeration characteristics;There is an obvious gap in the spatial distribution characteristics of talents between different industries.On this basis,countermeasures and suggestions are put forward to guide talents to form a multi-center cluster structure from the aspects of optimizing industrial land planning,improving surrounding supporting facilities,and improving the pertinence of talent introduction policies.
