人口负增长时代积极应对老龄化的政策体系

摘　　要：人口负增长时代和老龄社会的到来,对我国经济社会发展带来更为严峻的挑战。现有的治理模式及制度安排亟须更为“积极”且与时俱进的政策理念与立足于中国现实的方案和整体性的对策框架。基于此,本文提出新时代落实“积极应对人口老龄化”的关键在于“积极”二字,必须以“前瞻性”“激励性”“倍增性”的政策理念为核心,“微观”“中观”“宏观”为视角,“健康”“保障”“参与”为支柱领域,基于“中国特征和独特优势”,在多部门、全生命周期、多重保障、多区域、多代际通力协作的基础上构建兼顾整体性和可持续性的社会经济支持体系,以更为“积极”地应对健康老龄化、生产老龄化、安全老龄化、区域老龄化和宏观老龄化中当下和长期所要面临的问题。The era of negative population growth and the advent of an aging society pose even more serious challenges to China’s economic and social development.The existing governance model and institutional arrangements are in urgent need of more proactive and up-to-date policy concepts,solutions based on China’s reality and a holistic countermeasure framework.Based on this,this paper proposes that the key to implementing the“active response to population aging”in the new era lies in the word“active”,and that the policy concept of“forward-looking”,“stimulating”and“multiplying”must be the core,with“micro”,“medium”and“macro”perspectives,and“health”,“protection”and“participation”as the pillar areas.Based on“Chinese characteristics and unique advantages”,a holistic and sustainable socio-economic support system is built on the basis of multi-sectoral,life-cycle,multi-protection,multi-regional and multi-generational collaboration,in order to“more actively”respond to the immediate and long-term problems of healthy aging,productive aging,safe aging,regional aging and macro-aging.
