摘 要:在工程总承包(EPC)模式下,大型铁路工程建设的建设资金管理较传统DBB模式产生了一定变化,工程总承包方的加入改变了工程建设资金管理的流程及分工,使工程建设单位从全面负责建设资金的筹集、使用和监管转变为专注建设资金的筹集。在工程总承包方的视角分析EPC模式较传统DBB模式在建设资金管理上的异同,探讨如何利用EPC模式的优势去解决传统DBB模式建设资金管理的痛点和难点,有利于更充分地发挥参建各方在工程建设资金管理中的作用,保障工程建设顺利进行。The funds management of major railway project construction in the Engineering-Procurement-Construction(EPC)mode is different from that in traditional DBB mode.The participation of the general contractor has changed the process and division of work of the project construction funds management,so that the construction contractor is only responsible for the raising of construction funds,while it used to be fully responsible for the raising,use and supervision of construction funds.From the perspective of the general contractor of the project,this paper analyzes the differences and similarities between the EPC mode and the traditional DBB mode in construction funds management,and discusses how to make use of the advantages of EPC mode to solve the pain points and difficulties of the traditional DBB mode in the management of construction funds,which helps all participants to give full play to the role in the management of project construction funds to ensure the smooth progress of project construction.
