摘　　要：文章概括总结了澳大利亚煤炭开采行业有关法案要求和矿山管理架构,并以兖煤澳大利亚有限公司澳思达煤矿为背景,具体介绍了澳洲井工煤矿有关煤层自燃发火风险的安全与技术管理体系。整理对比了新南威尔士州与昆士兰州两大煤炭生产大省有关煤炭自燃发火倾向的鉴定标准以及行业普遍采用的逸出性气体试验;介绍了澳思达煤矿煤炭自燃发火的风险评估、风险管控措施、安全监测监控及风险预警响应预案等,总结了澳大利亚井工煤矿程序化、标准化的风险管理和合规性管理实践,对于国内煤炭行业的安全管理具有较好的借鉴意义。In this study,based on the mining practices in Austar Coal Mine,relevant mining regulations and acts have been summarized,and the safety and technical management system of spontaneous combustion risk at underground coal mines in Australia are well detailed.This paper has compared the intrinsic spontaneous combustion reactivity classification based on Queensland and NSW coal conditions and Gas evolution test,which is widely used in Australian mining industry.It has also introduced the Spon Com risk assessment,risk controls,safety monitoring and risk trigger and response plan implemented in Austar coal mine,and summarized the sequencing and standardized practice of Spontaneous Combustion risk management and compliance management in Australia,which would be a good reference to the safety management of the domestic mining industry in China.
