摘　　要：人才集团是适应经济发展对人才工作不断增长的要求,适应人才服务业创新发展需要的产物。人才集团的组建,顺应了政府人才服务机构改革趋势,得益于新时期国有企业发展的良好环境。人才集团突破单一部门的局限,形成跨部门运作的优势;突破行政区划的局限,打造上下紧密联合实体;突破所有制的局限,形成混合经济的灵活高效机制;突破传统业务的局限,构建全方位的人力资源服务平台;突破人才服务机构自我积累的模式,以高起点强实力起步。组建人才集团有以原人才服务机构为基础的、依托国有企业集团的和完全新建的三种类型。人才集团的发展需要处理好与民营人力资源服务企业的关系,各级政府人才集团的相互关系,以及与各相关政府部门的关系、传统人才服务和新兴人才服务的关系、人才集团发展目标和队伍建设等方面的关系。The talent group is the product of adapting to the growing requirements of economic development for talent work and the innovative development of talent service industry.The establishment of the talent group conforms to the reform trend of government talent service institutions and benefi ts from the good environment for the development of state-owned enterprises in the new era.The talent group breaks through the limitation of a single department and forms the advantages of cross-department operation;breaks through the limitation of administrative divisions and creates a close joint entity;breaks through the limitation of ownership and forms a fl exible and effi cient mechanism of mixed economy;breaks through the limitation of traditional business and builds a comprehensive human resource service platform;breaks through the self-accumulation mode of talent service institutions and starts with a high starting point and strong strength.There are three ways to establish the talent group,including building based on the original talent service institutions,building based on state-owned enterprise groups and building a completely new talent group.The development of the talent group needs to deal with the relationship with private human resource service enterprises,the relationship between government talent groups at all levels,the relationship with relevant government departments,the relationship between traditional talent services and emerging talent services,and the relationship between the development goal of the talent group and the construction of the team.
