全民健身公共服务数字治理的理论框架、现实挑战与路径选择

摘　　要：运用文献资料、逻辑分析和实地调查等方法,以“为人民服务”为全民健身公共服务数字治理总目标,拟构建以多组织协同联动为治理主体、以数据协同共享为治理客体、以数字技术运用为治理方式、以科学治理保障为治理规则的全民健身公共服务数字治理理论框架,并深入剖析当下全民健身公共服务数字治理过程中面临的困囿。当下,全民健身公共服务数字治理正面临治理主体联动不力、数据价值体现不足、技术应用悬浮、治理规则缺失的现实困境。基于此,为实现全民健身公共服务数字治理高质量发展,应提升多元主体数字治理联动意识,打造开放共享多维触达治理模式;构建全民健身公共服务数据流通生态圈,深入挖掘海量数据价值;巩固技术运用意识与技术素养,落实核心技术突破与科技成果转化;细化全民健身公共服务数字治理规则,合理规避治理过程潜在风险。By utilizing the literature review,logical analysis,and field studies,this paper constructed a theoretical framework for digital governance of public service for national fitness.The framework is based on the overall goal of“serving the people”with multi-organizational collaborative linkage as the governance subject,data collaboration and sharing as the governance object,digital technology application as the governance approach,and scientific governance guarantee as the governance rule.Furthermore,this paper deeply analyzed the current challenges faced by digital governance of public service for national fitness.At present,the digital governance of public service for national fitness is facing the reality of inadequate collaboration among governance subjects,insufficient value reflection of data,suspended application of technology,and missing of governance rules.To achieve high-quality development of digital governance of public service for national fitness,this paper proposed the following solutions:enhancing the awareness of multi-subject digital governance linkage,creating an open and shared multi-dimensional governance model;constructing a data circulation ecosystem for public service for national fitness,digging deep into the value of massive data;consolidating awareness of technology application and technological literacy,implementing core technological breakthroughs and technology transfer;and refining digital governance rules for public service for national fitness,avoiding potential risks in the reasonable governance process.
