摘　　要：以我国城镇老旧小区改造政策为分析样本,构建“政策外部特征—政策工具—政策目标”三维分析框架,运用Nvivo 11软件对政策文本进行分析发现:政策外部特征维度中政策形式和政策主题不够全面,发文主体间合作较少;政策工具呈现重环境型轻需求型的不平衡状态;政策目标数量不均衡,维度有所欠缺。未来应注重政策外部特征、合理搭配政策工具、深入完善政策内容以推动老旧小区改造顺利完成。Taking the renovation policy of old residential areas in cities and towns of China as the analysis sample,a threedimensional analysis framework of"policy external features-policy tools-policy objectives"was constructed.The Nvivo11 software was used to analyze the policy texts,and it was found that the policy forms and policy themes in the dimensions of external policy features were not comprehensive enough,and there was less cooperation among the issuing entities.The policy tools show an unbalanced state of emphasis on environment and light demand.The number of policy targets is not balanced and the dimension is lacking.In the future,attention should be paid to the external characteristics of the policy,rational allocation of policy tools,and in-depth improvement of policy content to promote the successful completion of the old residential district renovation.
