乌克兰危机对越南与俄美中三国关系的影响

摘　　要：俄罗斯-乌克兰与中国-越南是经常被西方学者相提并论的两对断层线冲突国家。可能正因为如此,当乌克兰危机爆发后,一些类似问题很快在越南引起巨大反响,诸如“越南会不会也被塑造为战争代理人?”以及“与大国相处如何才能避免兵戎相见?”等问题,持久地在越南引起热议,相应地,越南社会各界还围绕越俄关系、越中关系、越美关系展开探讨。其中,小国与大国相处之道、南海问题等,成为越南人观察乌克兰危机时较为普遍的切入点。乌克兰、美国和俄罗斯三个当事国均与越南有着良好关系,应对和战场同样激烈的外交舆论战,对越南的大国平衡外交来说,无疑是一次考验。笔者经过仔细梳理后认为,越南在乌克兰危机问题上再次表现出了高超的外交平衡术,从这个角度上说,乌克兰危机对越南与中、俄、美三个大国的关系有着更深远的影响。Russia-Ukraine and China-Vietnam are two pairs of fault line conflict countries,with which are often compared.That is why,when Ukraine was unfortunately shaped by the United States as a proxy of war,every Vietnamese will ask:Will their own country also be shaped as a proxy of war?And how to get along with great powers to avoid war?As the Ukrainian crisis has caused ripple effects in Vietnam,people have had heated discussions on Vietnam-China relations,Vietnam-Russia relations,and Vietnam-U.S.relations for a long time.Among them,the way of coexistence between small countries and great powers and the impact of the Russia-Ukraine war on the South China Sea issue,are questions that many Vietnamese scholars have been thinking about.Russia,Ukraine and the United States all have good relations with Vietnam,which is a big test for Vietnam’s balanced diplomacy.Since the outbreak of the crisis,attentions have been paid to the analysis reports and comments of the domestic and foreign media in Vietnam.After careful study,we found that Vietnam once again showed superb diplomatic balance in the Ukrainian crisis.There have been profound influences on the the relationship between Vietnam and China,Russia,the United States of Ukrainian crisis.
