摘　　要：2021年《国家标准化发展纲要》的发布实施,将标准化工作提升至前所未有的高度,对标准化与科技创新互动发展提出了新的要求。为了提升标准水平,加快科技创新,需要厘清科技与标准的关系,寻找两者契合的发展模式。为此,基于天然气技术标准发展水平和科技实力,总结提炼出以科技为支撑、以标准为载体、以实施应用为目标的“三位一体”螺旋上升的融合发展模式,重点阐述了该发展模式在天然气和页岩气科技创新和标准研制中的应用情况。科技与标准融合发展模式在天然气质量控制、能量计量和页岩气勘探开发中应用良好,有力地支撑和引领了我国天然气工业和页岩气产业的高质量发展。建议将该发展模式推广至其他领域,共同促进科技与标准水平不断提升,引领产业的高质量发展。The release and implementation of the National Standardization Development Outline in 2021 has brought standardization work to an unprecedented level and put forward new requirements for the interactive development of standardization and technological innovation.In order to improve the level of standards and accelerate technological innovation,it is necessary to clarify the relationship between technology and standards,and find a development pattern that fits the two.Therefore,based on the current level of standards and the strength of technology in the field of natural gas,a three-in-one spiral-rising integrated development pattern is presented,which regards technology as the support,standards as the carrier,and implementation and application as the purpose,and the application of the development pattern in the technology innovation and standard research of natural gas and shale gas is elaborated particularly.The results show that this integrated development pattern of technology and standard is well applied in the field of natural gas quality control,energy measurement and shale gas exploration and development,and has strongly supported and led the high-quality development of natural gas and shale gas industry.In the end,it is recommended to extend this pattern to other fields,joindy promote the continuous improvement of technology and standards,and lead the high-quality development of the industry.
