日本对台战略定位的双重安全话语建构论析  

The Analysis on the Dual Security Discourse Construction of Japan’s Strategic Orientation towards Taiwan region

摘　　要：2021年以来,日本在官方层面突破惯例,使用更为刚性敏感的安全话语体系来表述对台战略定位,其新特点集中体现为价值观安全和军事安全的双重安全话语体系建构。其中,价值观安全话语从“反共堡垒”具象为“捍卫民主”、军事安全话语从“周边安全”扩展至“国际安全”。这一新特点归因于新冠肺炎疫情以来东西方价值观冲突加剧、美国“印太战略”下对华全面围堵、日本国内政治倾向保守化右倾化等因素,必将进一步助长台独势力气焰、加剧台海安全互动的联动性和中国台湾问题多边化的危险。应对这一挑战,必须统筹“一国两制”与对台军事斗争准备、探索构建多层次区域安全合作机制、完善国际多边安全协调沟通机制、深化中日全方位外交努力。Since 2021,Japan has been using a more rigid and sensitive discourse system to express its strategic orientation towards Taiwan,breaking through the convention at the official level.Its new characteristics are mainly reflected in the construction of the dual security discourse system on values security and military security.Among them,the values security discourse has concretized from “the fort of anti Communist” to “the front of defending democracy”,and the military security discourse has expanded from “surrounding security” to “international security”.These new changes are based on the factors including intensification of the conflict of values between the East and the West since the outbreak of the COVID-19,the comprehensive containment which aims at China under the “Indo-Pacific Strategy” launched by the United States,and the political conservatism and right deviation tendency of domestic politics of Japan,which will further encourage the ambitions of Taiwan region independence forces,exacerbate the co-movements of the security of the China Taiwan Strait and the danger of the multilateralization of the Taiwan question.To meet these challenges,Chinese government must plan as a whole the “one country,two systems” and preparations for military struggle against Taiwan region,explore a multi-level regional security cooperation mechanism,improve the international multilateral security coordination and communication mechanism,and deepen Sino-Japan all-round diplomatic efforts.
