摘　　要：通过构建要素配置效率测度模型,基于技术创新视角探究2011—2020年我国各地区应急装备产业要素配置水平,并分析其如何推动应急产业发展升级.主要研究结论有:①样本期间内中国应急装备产业创新效率水平不断提高,而要素错配程度呈“U”型变化趋势.若资本和劳动要素错配得到改善,则分别可使效率提高83.43%和7.59%.②应急装备产业区域发展不均衡.创新要素配置效率较高的东部沿海、北部沿海地区,应急装备产业发展规模均处于前列.发展规模较小的新疆、青海等地,创新要素错配更严重.③应急装备产业资本和劳动要素错配程度的降低有利于产业转型升级,经济发展水平和政府干预负向影响应急装备产业转型升级,技术创新能力、市场化程度以及对外开放程度与产业转型升级显著正相关.By constructing the factor allocation efficiency measurement model,this article explores the factor allocation level of emergency equipment industry in various regions of China from 2011 to 2020 based on the perspective of technical innovation,and discusses how it promotes the development and upgrading of the emergency industry.The study’s findings are as follows:①The innovation efficiency level of China’s emergency equipment industry is continuously improving during the sample period,while the factor mismatch degree shows a U-shaped trend.If the misallocation of capital and labor factors is improved,the efficiency can be increased by 83.43%and 7.59%respectively.②The regional development of emergency equipment industry is unbalanced.The development scale of emergency equipment industry is in the forefront in the eastern coastal and northern coastal areas with high allocation efficiency of innovation elements.The mismatch of innovation elements is more serious in Xinjiang,Qinghai and other places with small development scale.③The decrease of the misallocation of capital and labor factors in the emergency equipment industry is conducive to industrial transformation and upgrading.The level of economic development and government intervention have a negative impact on the transformation and upgrading of the emergency equipment industry.Industrial transformation and upgrading are positively correlated with technological innovation capability,marketization degree and the degree of openness to the outside world.
