摘　　要：母国进行对外直接投资能够获取境内稀缺资源、拓宽产品销售渠道、转移边际产业、学习先进技术与管理经验,进而促进国内产业结构的合理化和高度化升级,同时也会造成重合产业竞争、失业和投资挤出等负面影响,甚至导致母国产业空心化。随着“走出去”战略与“一带一路”倡议的深入推进,中国对外直接投资规模迅速扩大,对外直接投资的产业选择和地域分布日趋合理。为强化对外直接投资的产业结构升级,避免国内出现产业空心化现象,中国应当在持续优化对外直接投资产业选择和区域布局并加快完善对外直接投资支持体系的同时,立足于“双循环”的新发展格局,引导东部地区边际产业向中西部地区有序转移。Outward foreign direct investment by the home country can obtain domestic scarce resources,expand product sales channels,learn advanced technology and management experience,and then have a positive impact on the upgrading of domestic industrial structure.At the same time,it will also have negative effects such as overlapping industrial competition,unemployment and investment crowding out,leading to the hollowing out of the home industry.With the deepening of the going-out strategy and the‘the Belt and Road’initiative,the scale of China s outward foreign direct investment has expanded rapidly,and the industrial selection and geographical distribution of outward foreign direct investment have become increasingly reasonable.In order to strengthen the industrial structure upgrading effect of China s outward foreign direct investment and avoid the phenomenon of hollow industry in China,China should continuously optimize the industrial selection and regional distribution of outward foreign direct investment and accelerate the improvement of the outward foreign direct investment support system.At the same time,based on the new development pattern of dual circulation,China should guide the orderly transfer of marginal industries in the eastern region to the central and western regions.
