产业结构扭曲对中国水污染治理效率的影响研究

摘　　要：产业结构扭曲通过要素市场扭曲和资源配置扭曲,引致产业中资本与劳动力要素的错配,进而抑制水污染治理效率的提升。本文基于2011~2021年中国30个省(区、市)(不包括港、澳、台、西藏地区)的面板数据,运用空间杜宾模型实证研究产业结构扭曲对水污染治理效率的空间效应影响。研究结果表明:产业结构扭曲在长、短期内都会抑制本地区水污染治理效率的提升,且负向空间溢出效应显著;产业结构扭曲对本地区的抑制效果小于对邻近地区的抑制效果;在黄河流域和长江流域,产业结构扭曲对水污染治理效率的影响存在区域异质性。因此,本文根据新结构经济学理论提出依据地区自身要素禀赋确定最优产业结构的相关建议,以推动绿色发展。The distortion of industrial structure leads to the mismatch of capital and labor factors in the industry through the distortion of factor markets and resource allocation,thereby inhibiting the improvement of water pollution treatment efficiency.Based on the panel data of 30 provinces in China(excluding Hong Kong,Macao,Taiwan and Tibet)from 2011 to 2021,this paper uses the spatial Durbin model to empirically study the spatial effect of industrial structure distortion on the efficiency of water pollution treatment.The research results show that the distortion of industrial structure can inhibit the improvement of water pollution control efficiency in the region in both the long and short term,and the negative spatial spillover effect is significant;the inhibitory effect of industrial structure distortion on local areas is smaller than that on neighboring areas;in the Yellow River and Yangtze River basins,there is regional heterogeneity in the impact of industrial structure distortion on water pollution governance efficiency.Therefore,based on the theory of new structural economics,this article proposes relevant suggestions for determining the optimal industrial structure based on the region's own factor endowment to promote green development.
