摘 要:山西省水资源形势严峻,经济发展与水资源布局不相适应,已成为经济社会可持续发展的重要制约因素。山西省矿坑水资源丰富,实现矿坑水的高效集约利用对缓解水资源矛盾有重要意义。2021年项目组对山西省589座煤矿进行了典型调查,总结了矿坑水涌水量、利用量、利用方式等现状情况,分析了矿坑水资源化利用的制约因素。本文从完善矿坑水管理制度、严格落实价格制度、分质配置、能力建设、科技及标准等角度提出解决措施。同时对2025年和2030年的矿井排水量及利用量作出预测,为将矿坑水由污染水转变为水资源提供思路。The water resources situation in Shanxi Province is severe,as the current water resources layout does not match with the economic development,becoming an important limiting factor for sustainable economic and social development.However,the abundant mine water resources of the province can play an important role in easing the water resources conflict through efficient and intensive utilization of mine water.In 2021,the project team conducted a typical survey of 589 coal mines in Shanxi Province,summarizing the current situation of mine water inflow,utilization and utilization methods,as well as analyzing the constraints on mine water resources utilization.This paper proposes solutions from the perspectives of improving mine water management system,implementing price system strictly,allocating resources by quality,strengthening capacity building,and promoting technology and standard.Meanwhile,it also predicts the amount of mine drainage and utilization for 2025 and 2030,providing ideas for decision-makers to transform mine water from pollution to resource.
