摘　　要：以“海西绿色生物制造技术”省部共建协同创新中心为例,在充分总结建设前期存在的协同度低、利益分配不均、人才管理机制不灵活、考核体系不合理等问题的基础上,坚持以体制机制改革为引领,通过大力推进组织管理、科研管理、人事管理、人才培养、考评体系、资源配置等方面的改革,打破封闭、分散、低效的格局,充分释放人才、资源等创新要素的活力,建立起开放、集成、高效的协同创新模式,为高校协同创新体系构建提供一定的经验启示。Taking the collaborative innovation center of“Haixi green biological manufacturing technology”jointly built by the provincial and ministerial departments as an example,based on the full summary of the problems existing in the early stage of the construction,such as low degree of collaboration,uneven distribution of interests,inflexible talent management mechanism,unreasonable assessment system,etc.,we adhere to the system and mechanism reform as the guide,and vigorously promote the organization management,scientific research management,personnel management,personnel training and personnel training.The reform of evaluation system and resource allocation will break the closed,decentralized and inefficient pattern,fully release the vitality of innovative elements such as talents and resources allocation.The establishment of an open,integrated and efficient collaborative innovation model can provide some experience and enlightenment for the construction of collaborative innovation system in colleges and universities.
