摘　　要：杭州是全国首个跨境电商综合试验区,与深圳双双稳居跨境电商第一梯队,但两者之间存在着显著差异,深圳是“市场先行型”的典型,杭州则探索出“政府主导+市场参与”的发展模式。本文从跨境电商企业异质性、供应链异质性两个维度对杭州与深圳进行比较分析,其中跨境电商企业异质性主要从交易主体、主营品类、交易规模与合规情况等方面进行比较,供应链异质性着重探讨跨境电商产业异质性、服务商异质性及物流异质性,并在此基础上为杭州跨境电商高质量发展提出对策与建议,以供参考。Hangzhou is the first comprehensive pilot zone for cross-border e-commerce in China,and it ranks firmly with Shenzhen as the first ladder of cross-border e-commerce in China.However,there are significant differences between them.Shenzhen is a model of"market-leading strategy city",while Hangzhou has explored a development model of"government leading and enterprise participation".This paper conducts a comparative study of Hangzhou and Shenzhen from the dimensions of heterogeneity of cross-border e-commerce enterprise and supply chain The heterogeneity of crossborder e-commerce enterprises is mainly compared from aspects such as transaction subjects,main categories,transaction scale,and compliance.Supply chain heterogeneity focuses on exploring cross-border e-commerce industry heterogeneity,service provider heterogeneity,and logistics heterogeneity,And on this basis,propose countermeasures and suggestions for the high-quality development of cross-border e-commerce in Hangzhou for reference.
