自贸试验区推动金融制度创新的国际经验及启示

摘　　要：当前,在我国金融业的改革和创新发展进程中,自贸试验区扮演着非常关键的角色。本文先后分析了迪拜自由区、新加坡自贸港、中国香港自由港推动金融制度创新的经验,结合我国自贸试验区的发展现状,得到了对标国际最优水平,构建具有国际竞争力的金融制度创新机制、通过立法和改革进一步完善自贸试验区的金融监管制度、完善金融制度集成创新的机制,并进行试点—推广差异性评价等对策建议,以期促进我国自贸试验区发展,加快金融制度创新。At present,in the process of reform and innovative development of China’s financial industry,free trade pilot zones have played a crucial role.This article has analyzed the experience of promoting financial system innovation in the Dubai Free Zone,Singapore Free Trade Port,and Free Ports in Hong Kong,China,and combined with the current development status of China's free trade pilot zones,obtained the benchmarking of the international optimal level,constructed a financial system innovation mechanism with international competitiveness,further improved the financial regulatory system of the free trade pilot zone through legislation and reform,and improved the mechanism for integrated innovation of the financial system.And carry out pilot projects-promote differential evaluation and other countermeasures and suggestions,to promote the development of China's free trade pilot zones,and accelerate financial system innovation.
