摘　　要：为积极应对全球气候变化等多重挑战,全球各大经济体越来越关注绿色可持续发展。绿色贸易是绿色经济发展的重要组成部分,绿色贸易规则谈判成为绿色发展与国际贸易的热点问题。基于全球绿色贸易规则下的欧盟CBAM和CEAP框架以及中国实践,对未来全球绿色贸易规则的演化趋势进行梳理,总结提炼出“碳关税”“数字产品护”“碳足迹与碳标签”等全球绿色贸易规则演化的焦点问题。进而提出要深度调整产业结构,不断提高绿色产品国际竞争力;加强技术创新能力,将数字化融入绿色产品贸易;建立健全碳标签制度,推进互认互通;参与规则谈判制定,构建协作关系。In order to actively respond to multiple challenges,such as global climate change,major economies around the world are increasingly paying attention to green and sustainable development.Green trade is an important part of green economic development and the negotiation of green trade rules has become a hot issue of green development and international trade.With the rapid development of global green trade,the negotiation of green trade rules has become a topic of general interest in green development and international trade.Based on the CBAM and CEAP framework of the European Union and the practice of China under the global green trade rules,this paper summarizes the evolution trend of the future global green trade rules and concludes new green barriers,such as"carbon tariff","digital product passport","carbon footprint and carbon label",which have become the focus of global green trade rules.Accordingly,it is proposed to adjust the industrial structure deeply to improve the international competitiveness of green products continuously,strengthen technological innovation capacity to integrate digitalization into green product trade,establish a sound carbon labeling system to promote mutual recognition and participate in the negotiation as well as formulation of rules to build a collaborative relationship model.
