摘　　要：当前,大数据等技术在政府治理领域深入拓展,促使传统治理模式变革与政府数字化转型。从组织内部、组织间关系和组织外部等层面审视政府数字化转型过程,发现政府数字化转型是以组织内外的拉力、压力以及推力为驱动,以建设协同高效的政府为目标,从宏、中、微观3个层面展开实践的过程。转型中存在制度建设落后、人才储备不足等困境,需设立专业部门,加快人才培养,建立政民互动合作的机制以突破现有发展困境。从组织分析角度分析政府数字化转型,能更好地把握组织变革过程中的内外变化,为理解政府数字化转型提供参考。At present,big data and other technologies are deeply expanding in the field of government governance,which directly leads to the reform of the traditional governance mode and the formation of the research topic of“government digital transformation”.the digital transformation process of the government can be examined from the aspects of internal,inter-organization relations and external organization.The study found that the digital transformation of the government is driven by the tension,pressure and thrust inside and outside the organization,with the goal of building a collaborative and efficient government,and starts the practice process from three macro,medium and micro levels.In the transformation,there are difficulties such as backward system construction and insufficient talent reserve.It is necessary to set up professional departments,speed up talent training,and establish a mechanism of interaction and cooperation between the government and the people to break through the existing development difficulties.dissecting the digital transformation of government from the perspective of organizational analysis can better grasp the internal and external changes in the process of organizational reform,and also provide new ideas for understanding the digital transformation of government.
