区域协同发展政策对要素流动与配置的影响:京津冀例证

摘　　要：要素在区域空间的自由流动和高效配置是经济高质量发展的必要保障。将《京津冀协同发展规划纲要》实施作为一项准自然实验,使用2010—2019年京津冀区域内城市和周边参照城市的面板数据,利用双重差分法系统考察区域协同发展政策对要素流动与配置的影响。实证分析结果表明:区域协同发展政策具有显著的要素流动促进效应和全要素生产率提升效应,与对照组相比,京津冀区域内城市的要素流强度和全要素生产率经历了更高水平的增长,基于多种方法和策略的再检验佐证了增长效应的稳健性;比较不同类型城市的政策效应发现,区域协同发展政策对中心城市、功能转移城市和轴带发展城市的要素流动促进效应更强,城市规模较小、科技水平较低、基础设施不完善会掣肘区域协同发展政策的推进;区域协同发展政策通过资源高效配置、规模报酬递增与前沿技术进步三条路径,推动城市全要素生产率增长。应加大区域协同发展政策的实施力度,探索建立城市群全域要素流动的机制,促进生产要素空间配置优化,推进城市全要素生产率增长,形成我国经济高质量发展的新动能。The free flow and efficient configuration of elements in regional are necessary guarantees for high-quality economic development This paper views the establishment of HBeijing-Tianjin-Hebei Coordinated Development Planning"as a quasi-natural experiment,collects the panel data of Beijing-Tianjin-Hebei cities and adjacent cities from 2010 to 2019,and uses a difference-in-differences model to investigate the impact of regional coordinated development policy on factor flow and configuration.The result shows that:the establishment of the regional coordinated development policy significantly promotes the factor flow and total factor productivity(TFP),compared with the control group,the factor flow intensity and TFP of the Beijing-Tianjin-Hebei region have experienced higher level of growth,the robustness checks based on several methods indicate that the baseline conclusion is reliable.Heterogeneity analysis shows that the policy effects on factor flow have significant differences,which are related to urban characteristic.Regional coordinated development policy have stronger positive effects in central cities,functional transfer cities and axis development cities,cities with small scale,low technological level,and incomplete infrastructure constrain this policy promotion.This study examines the three channels of resource efficient configuration,increasing returns to scale and advanced technical progress,finding that regional coordinated development policy promotes the growth of TFP through the above channels.To construct new momentum of the high-quality development of China's economy,the government should strengthen the implementation of regional coordinated development policy,explore the mechanism of a global factor flow in urban agglomeration,optimize the space allocation of the production factor,and promote the growth of the TFP.
