东北地区高校联盟建设的现状、问题与优化——基于组织协作理论的视角

摘　　要：区域高校联盟是立足于区域高等教育的现实情况,将高等教育资源加以整合,以推动区域高等教育协同发展,增强高校服务社会能力的组织形式。东北地区高校联盟起步晚,本研究在调研现状的基础上,借鉴京津冀、长三角和粤港澳地区建设高校联盟的有益经验,从组织协作理论的视角,建议强化服务东北振兴的共同目标,发展东北高校学科类联盟;增强组织协作的意愿,组建高校主导对等型联盟或者有保障条件的政府主导型联盟;建立良好的信息沟通机制,保障联盟持续运行。Regional university alliance is an organizational form which is based on the actual situation of regional higher education,integrates higher education resources to promote the coordinated development of regional higher education and enhances the ability of colleges to serve society.The Northeast Region University Alliance started late,developed rapidly in the later period.It is still in the exploratory period with some problems,such as immature development and insufficient construction sustainability.The theory of organizational collaboration suggests that a formal organization includes three basic elements:willingness to collaborate,common goals,and information exchange.Based on the investigation of the current situation,this article draws on the beneficial experience of building university alliances in the Beijing Tianjin Hebei,Yangtze River Delta,and Guangdong Hong Kong Macao regions.From the perspective of organizational collaboration theory,it is recommended to strengthen the common goal of serving the revitalization of Northeast China and develop subject based alliances in Northeast universities;enhance the willingness for organizational collaboration,establish a university led peer-to-peer alliance or a government led alliance with guaranteed conditions;and establish a good information communication mechanism to ensure the continuous operation of the alliance.
