摘　　要：人口总量、人口结构和人口空间分布等问题是俄罗斯远东联邦区深度融入亚太经济圈所面临的核心挑战之一,同时也是优化与平衡东西部产业布局上难以逾越的鸿沟。自“向东看”到“战略东转”政策正式实施以来,尽管多项关于人口与区域经济协同发展的联邦法案和规划等被正式批准和生效,但仍无力从根本上解决俄罗斯远东联邦区多数联邦主体(省域)人口问题,成为推动中俄区域经济高质量合作与发展落到实处的最大障碍,需要采取针对性措施清除人口障碍。其中,筑牢区域人口安全防线、强化政策精准落地落实和推进多领域、多层次、多维度地深度融合是中俄区域经济高质量协同发展的重要内涵。The problems of total population,population structure and population spatial distribution are one of the core challenges faced by the Russian Far Eastern Federal Region in its deep integration into the Asia-Pacific economic circle,and also the insurmountable gap in optimizing and balancing the industrial layout of the east and west.Since the official implementation of the policy of"Look East"to"Strategic Eastward Shift",although a number of federal laws and plans on the coordinated development of population and regional economy have been officially approved and come into effect,they are still unable to fundamentally solve the population problem of most federal subjects(provinces)in the Russian Far East Federal District,which has become the biggest obstacle to the implementation of high-quality cooperation and development of regional economy between China and Russia.Targeted measures are needed to remove demographic barriers.Among them,strengthening the defense line of regional population security,strengthening the precise implementation of policies and promoting the deep integration in multiple fields,at multiple levels and in multiple dimensions is an important connotation of high-quality coordinated development of regional economy between China and Russia.
