“双碳”目标下异质性环境规制对建筑业绿色发展的影响研究

摘　　要：在“双碳”目标下,实现建筑业绿色发展尤为重要。基于2004—2019年我国30个省份的面板数据,采用SBM方向距离函数和GML指数测度建筑业绿色发展水平,并利用系统GMM模型考察了不同环境规制对建筑业绿色发展的双重影响。结果表明:我国建筑业绿色发展水平整体呈稳步上升态势,且增长速度具有阶段性特征。命令型与市场型环境规制对建筑业绿色发展存在倒“U”型影响,公众参与型环境规制尚未对其产生直接影响。环境规制可通过外商直接投资及优化能源结构促进建筑业绿色发展,但其在一定程度上抑制了技术创新的创新补偿效应和产业集聚的技术溢出效应,并且不同类型环境规制的间接影响效应也具有差异。因此,政府需合理设定环境规制强度,重视间接效应的发挥,加快实现建筑业绿色发展,助力实现“双碳”目标。Under the goal of“dual carbon”,it is particularly important to achieve the green development of the construction industry.Based on the panel data of 30 provinces in China from 2004 to 2019,this paper uses SBM directional distance function and GML index to measure the green development level of construction industry,and uses systematic GMM model to investigate the dual effects of heterogeneous environmental regulation on green development of construction industry.The results show that the green development level of China’s construction industry is rising steadily,and the growth rate has phased characteristics.The command-controlled and the market-oriented environmental regulations have an inverted“U”-shaped impact on the green development of construction industry;public participation environmental regulation has no direct impact on it.Environmental regulation can promote the green development of construction industry through foreign direct investment and optimizing energy structure,but it inhibits the innovation compensation effect of technological innovation and the technology spillover effect of industrial agglomeration to a certain extent,and the indirect effects of different types of environmental regulation are also different.Therefore,the government needs to reasonably set the intensity of environmental regulation,pay attention to the exertion of indirect effects,accelerate the green development of construction industry and help achieve the goal of“double carbon”.
