长江“十年禁渔”长效机制建构研究

摘　　要：长江是我国生态体系中生物多样性颇具典型性的生态河流之一。长期以来受拦河筑坝、水域污染、过度捕捞、航道整治等活动影响,长江水域生态功能退化、渔业资源恶化的趋势明显加剧,甚至生物完整性指数接近“无鱼”程度。为扭转长江生态环境恶化趋势,守护长江生物系统安全,我国提出长江“十年禁渔”的战略决策,要让广大渔民愿意上岸、上得了岸,上岸后能够稳得住、能致富,迫切需要构建长效管理政策机制。文章在分析长江“十年禁渔”与长效机制内在机理的基础之上,提出长江“十年禁渔”作为一项系统工程,需凭借子系统组成的“机制丛”来形成“组合拳”,以发挥和维护工程的功效。并据此构建长江“十年禁渔”长效机制理论模型,依据理论模型提出构建“稳得住、禁到位、能致富、可持续”的系统化长效机制,以提升长江“十年禁渔”的现代治理效能,助力长江流域打造人与自然和谐共生现代化示范区。The Yangtze River is one of the most typical ecological rivers of biodiversity in China,which plays an important role in China’s ecological system.For a long time,affected by river damming,water pollution,overfishing,waterway regulation and other activities,the ecological function of the Yangtze River waters has been significantly degraded,and the deterioration of fishery resources has intensified.The biological integrity index of the Yangtze River has reached the worst“no fish”level.In order to reverse the deterioration trend of the ecological environment of the Yangtze River and protect the safety of the biological system of the Yangtze River,China has put forward the strategic decision of“Ten Years of Fishing Ban”on the Yangtze River.In order to make the majority of fishermen willing to go onshore,get onshore,stabilize and become rich after going onshore,it is urgent to build a long-term management policy mechanism.Based on the analysis of the Yangtze river“Ten Years of Fishing Ban”with the inner mechanism of long-term mechanism,putting forward that the Yangtze river“Ten Years of Fishing Ban”as a systematic project,maintaining their efficacy role play need to form composed of its system mechanism of“cluster”to work together,and on the basis of constructing the theory of the mechanism of the Yangtze river“Ten Years of Fishing Ban”model,according to the theoretical model,it is proposed to construct a systematic long-term mechanism that is“stable,fully prohibited,rich and sustainable”so as to improve the modern governance efficiency of the“Ten Years of Fishing Ban”in the Yangtze River,and help build a modern demonstration area of harmonious coexistence between man and nature in the Yangtze River basin.
