摘　　要：评价生态文明建设发展能力水平是加强生态文明建设的有效手段,对国家生态文明建设示范区进行生态文明建设评价研究和问题诊断,可有效提升其发展能力和示范借鉴效果。以国家生态文明建设示范区西双版纳傣族自治州为例,从生态环境、生态经济、生态社会3个维度共选取30项指标构建生态文明建设评价指标体系。运用综合指数法对2009—2019年该州生态文明建设发展能力进行综合评价;采用系统耦合协调模型对2009—2019年该州生态文明建设发展能力耦合协调水平进行评价;采用障碍度模型找出影响该州生态文明建设水平的具体影响因子。评价结果表明:(1)该州发展能力综合水平呈上升趋势,生态文明状态不断提升。(2)该州耦合协调水平不断提升。耦合协调度演变历程为“中度失调(2009—2015年)—基本协调(2016—2019年)”。(3)影响该州生态文明建设的障碍因子为水土流失治理面积、森林覆盖率、高等教育在校人数、万人拥有公交辆和无公害绿色有机产品种植面积。Evaluating the development ability of ecological civilization construction is an effective means to strengthen ecological civilization construction.To do evaluation research and problem diagnosis of national ecological civilization construction demonstration area will effectively improve its development ability and demonstration effect.In this study,taking Xishuangbanna,a demonstration area of national ecological civilization construction,as an example,30 indicators were selected from three dimensions of ecological environment,ecological economy and ecological society to construct the evaluation index system of ecological civilization construction.The ecological civilization construction and development ability of Xishuangbanna from 2009 to 2019 was comprehensively evaluated by using comprehensive index method.A system coupling coordination model was used to evaluate the coupling coordination level of ecological civilization construction and development capacity in Xishuangbanna from 2009 to 2019.The obstacle degree model is used to find out the specific factors that affect the level of ecological civilization construction.The evaluation results show that:(1)The comprehensive level of development capacity of Xishuangbanna is on the rise,and the status of ecological civilization is constantly improving.(2)The coupling coordination level of Xishuangbanna has been continuously improved.The evolution course of coupling coordination degree is“moderate disorder(2009-2015)-basic coordination(2016-2019)”.(3)The obstacle factors affecting the construction of ecological civilization in Xishuangbanna are soil erosion control area,forest coverage rate,the number of students in higher education,ten thousand people owning buses and the planting area of pollution-free,green and organic products.
