摘　　要：在“双减”政策长效实施和体育中考改革推进过程中青少年体育培训市场随之升温,加剧培训市场“应试体育”苗头。其受市场贩卖应试焦虑、逐利性质驱使、培训主体多元、监管主体模糊影响,继而产生资源供给、政策执行及培训市场环境等潜在风险。为规避潜在风险提出从善治理念引导青少年体育培训市场包括监管依据、监管方式、监管重点等监管理念转型;清单管理优化包括建立“制度清单”、明确“权责清单”和完善“底线清单”的制度化;协同治理厘清角色定位,推动良性互动,构建体育教育生态,形成治理共同体。In the course of the long-term implementation of the"double reduction"policy and the reform of the Chinese physical education examination,the youth sports training market has heated up and intensified the first signs of exam-oriented sports in the training market.The market is driven by test-taking anxiety,profit-seeking nature,multiple training bodies and ambiguous regulatory bodies,which in turn leads to potential risks in terms of resource supply,policy implementation and training market environment.In order to avoid potential risks,the concept of good governance is proposed to guide the youth sports training market,including the regulatory basis,regulatory approach,regulatory focus and other regulatory concept transformation.List management optimization includes the establishment of a system list,a clear list of powers and responsibilities and improve the bottom line list.The institutionalization of the bottom line list.Collaborative governance clarifies the positioning of roles,promotes healthy interaction,builds the ecology of physical education and forms a governance community.
