摘　　要：共同富裕是中国特色社会主义的本质要求。统筹推进县域城乡融合发展契合共同富裕发展与分配的双重属性,当前,县域城乡融合发展的理论框架与实践路径都处于探索期,文章首先梳理了县域城乡发展的理论共识、分歧与疑问,进而提出县域城乡融合发展的基础性问题,揭示县域城乡融合发展的理论逻辑。从遵循梯度发展原则、走产城融合道路、建立城乡统一的要素市场、加强县域基础设施与公共服务建设四个方面,阐述统筹推进县域城乡融合发展的实践进路。文章将县域城乡融合发展与共同富裕纳入统一的分析框架,为推动以县域为重要载体的新型城镇化建设提供理论依据。Common prosperity is the essential requirement of Chinese modernization.The measures to promote the integrated development of urban and rural areas at county level are very consistent with the dual attributes of common prosperity and distribution.At present,the theoretical framework and practical path of the integrated development of urban and rural areas at county level are in the exploratory period.This paper first sorts out the theoretical consensus,differences and questions of county urban⁃rural development,and then puts forward some basic problems of county urban⁃rural integrated development,revealing the theoretical logic of county urban⁃rural integrated development.This paper expounds the practical approach to promote the integrated development of urban and rural areas from four aspects:following the principle of gradient development,taking the road of integration of industry and city,establishing the unified factor market of urban and rural areas,and strengthening the construction of countyinfrastructure and public service.In this paper,the integrated development of urban and rural areas and common prosperity in counties are included into the unified analysis framework,which provides a certain theoretical basis for promoting the new⁃type urbanization construction with counties as the important carrier.
