摘　　要：国家农业战略科技力量是科技强国建设的重要内容,是国家粮食安全的根本保障。当前我国农业战略科技力量建设取得重要进展,但涉农高校和科研院所基础研究能力同欧美差距较大,农业关键核心技术攻关能力亟待提升,存在对前沿学科和科研学科缺乏布局,重大科技创新平台建设滞后,头部企业国际科技竞争力亟待提升,缺乏行业领军人才等问题,这些制约了我国农业自主创新能力的提升。对此,应聚焦未来农业发展前沿领域和“卡脖子”技术,统筹配置国家优势科研资源,加快建设农业领域国家实验室,优化重组农业国家重点实验室,强化前沿、新兴和交叉学科建设,引进和培养一批全球顶尖的农业战略科技人才,培育高能级企业创新联合体,构建科学合理、协同高效的农业战略科技创新体系。National agricultural strategic scientific and technological strength is an important part of the construction of a strong country in science and technology,as well as the fundamental guarantee of national food security.At present,China has made important progress in the construction of agricultural strategic scientific and technological strength,but there is a big gap between the basic research ability of China's agriculturerelated universities and institutes and that of Europe and America.The ability to tackle key core agricultural technologies urgently needs to be improved,the layout of frontier disciplines and emerging disciplines is lacking,the construction of major scientific and technological innovation platforms lags behind,the international scientific and technological competitiveness of leading enterprises urgently needs to be improved,and the industry leading talents are lacking.These problems restrict the improvement of China's agricultural independent innovation ability.In this regard,the frontier areas of future agricultural development and"bottleneck"technologies should be focused on,the allocation of national superior scientific research resources should be coordinated,the construction of national laboratories in agriculture should be accelerated,state key laboratories in agriculture should be optimized and reorganized,the construction of frontier,emerging and crossdisciplinary disciplines should be strengthened,a group of global top agricultural strategic scientific and technological personnel should be introduced and trained,and high-level enterprise innovation consortiums should be fostered.A scientific,rational,collaborative and efficient agricultural strategic scientific and technological innovation system should be built.
