村庄维持土地行政性调整的效应评估与动因解析

摘　　要：“增人不增地、减人不减地”背景下,土地行政性调整是否实现了人地关系变动时维护公平的初衷,是否会对农业生产效率造成损失现有研究结论莫衷一是。因此,利用2015年、2018年对黑龙江、浙江、河南、四川4省2期256个村庄调查数据,从公平和效率两个维度对土地行政性调整产生的效应进行实证检验,同时考虑村庄维持土地行政性调整的动因。研究发现,土地行政性调整在土地分配方面具有显著的公平效应,且也体现在缩小收入差距上。没有明显的证据表明土地行政性调整会导致粮食单产下降和效率损失。研究指出应合理看待土地行政性调整行为,正视其带来的公平效应,在具备调地需求和调地条件的村庄,土地行政性调整行为可维持并发挥其积极作用。Under the background of"increasing people,not increasing land,not reducing land",there are doubts about whether the land administrative adjustment realized the original intention of maintaining fairness when the relationship between people and land changes,and whether it will cause losses to agricultural production efficiency.The paper used the tracking survey data of 256 villages in Phase 2 research of Heilongjiang Province,Zhejiang Province,Henan Province and Sichuan Province in 2015 and 2018 to test the effect of land administrative adjustment from of fairness dimension and efficiency dimension,at the same time,considering the conditions of rural land administrative adjustment.The study found that the land administrative adjustment had a significant fair effect in land distribution,and it was also reflected in narrowing the income gap.In addition,there was no clear evidence that the administrative adjustment of land can result in a loss of efficiency.The land administrative adjustment behavior should be treated reasonably,and the fairness effect brought by it should be treated squarely.In the villages with the demands and conditions of land adjustment,the land administrative adjustment behavior could be maintained and its active role could be played.
