摘　　要：本文从东西方不同语境中对“民主”语义流变进行简要的梳理和归纳,指出“民主”通过跨语境进入中国历史场景中赋予民主以民权、民治、平民政体、人民民主专政等新内涵与新特质。在新时代,以人民为中心、民主的制度体系、民主的三个统一、四个一致、五个环节及五项权利等构建了全过程人民民主新型话语框架。这些民主话语彼此协同、互为促进,确保民主的“全过程性”得以充分展现。这也意味着民主已经脱离它原初的历史语境,被赋予了“中国欲求”“中国表达”和“中国建构”等新义。民主的跨语境流动也深刻表明了在当今世界民主政治发展过程中,不能忽视任何一个国家对民主独立自主的实践探索。探索其成就不仅要进行“精细观察”,还要进行“深度描写”,决不能忽略其蕴含的伟大现实价值与意义。The semantic changes of“democracy”are briefly sorted out and summarized from different contexts in the East and the West,and it is pointed out that“democracy”has been given new connotations and qualities such as people’s rights,people’s governance,civilian government and people’s democratic dictatorship through the cross-contextual entry into Chinese historical scenes.In this new era,the people-centered discourse,the institutional discourse of democracy,the three unities of democracy,the four unanimities,the five links and the five rights have built a new discursive framework for the whole process of people’s democracy.These democratic discourses are mutually synergistic and reinforcing,ensuring that the“whole-process”nature of democracy is fully expressed.This also means that democracy has left its original context and has been given new meanings such as“Chinese aspirations”,“Chinese expressions”and“Chinese constructions”.The cross-contextual flow of democracy also fully demonstrates that in the development of democratic politics in the world today,no variations of democratic explorations in any country can be ignored.They must be treated not only with“meticulous observation”but also with“in-depth description”,no practical values or significance they contain to be neglected.
