新时代黄河流域生态保护与经济高质量发展的耦合关系及交互影响

摘　　要：党的二十大报告指出,必须牢固树立和践行“绿水青山就是金山银山”的理念,站在人与自然和谐共生的高度谋划发展,这对黄河流域生态保护和高质量发展提出了更高要求。基于黄河流域生态保护与经济高质量发展水平,揭示两系统间耦合协调发展的空间分异及演变趋势,借助QAP回归检验黄河流域生态保护与经济高质量发展的交互影响。研究发现:黄河流域生态本底脆弱,环境建设成效并不稳固,经济高质量发展水平较低但近年来逐年攀升,创新和开放是发展短板,保护和发展两系统整体均呈“中下游>上游”的梯度分布;黄河流域生态保护与经济高质量发展的耦合协调水平呈现明显的上升趋势,由中低度耦合升至中高度耦合,但只有山东省实现高度耦合;QAP回归结果显示,黄河流域的生态保护与经济高质量发展之间表现为显著的相互促进关系,其中,保护水平对经济高质量发展具有显著的支撑作用,绿色和共享发展对生态保护的推动作用较大。The Report to the 20th National Congress of the Communist Party of China points out that it is necessary to firmly establish and act on the idea that lucid waters and lush mountains are invaluable assets,and plan for development by standing at the height of harmonious coexistence between humanity and nature,which puts forward higher requirements for the ecological protection and high-quality development in the Yellow River Basin.Based on the level of ecological protection and high-quality economic development in the Yellow River Basin,this study reveals the spatial differentiation and evolution trend of coupling coordinated development between the two systems,and tests the interactive impact of ecological protection and high-quality economic development in the Yellow River Basin by adopting QAP regression.It is found that the ecological background of the Yellow River Basin is fragile,the effect of environmental construction is unstable,and the level of high-quality economic development is low with rising year by year,innovation and opening are development weakness,and the overall distribution of the two systems presents a gradient of“middle and lower reaches>upper reaches”;and that the coupling coordination level between ecological protection and high-quality economic development in the Yellow River Basin shows a clear upward trend from medium and low coupling rising to medium and high coupling,only with Shandong achieving high coupling.The QAP regression results show that there is a significant mutual promotion relationship between ecological protection and high-quality economic development in the Yellow River Basin,among which the protection level has a significant supporting effect on high-quality economic development while green and shared development has a greater promoting effect on ecological protection.
