基于新公共服务视角乡镇政府行政职能改进方式探究

摘　　要：新公共服务视角下,乡镇政府在乡村振兴战略中扮演着公共服务提供者、协调者和监督者的角色。基于新公共服务视角乡镇政府职能定位的转变,是为建设适应农业农村发展实际和农民生产生活的有为政府。这对乡镇政府履行职能提出新的挑战。乡镇政府行政职能改进,应根据经济社会发展,按照职能定位,推进行政管理体制改革,完善政绩考核制度;以人民群众利益为导向,牢固树立人民至上和依法行政的理念;结合履职遇到的实际困难,创新公共财政制度,提高工作人员的服务能力和水平,推动乡村治理现代化。The administrative functions of township governments from the perspective of new public services need to be transformed into public service administrative functions guided by the interests of the people.To achieve this goal,researchers have attempted to improve the functions of township governments,including optimizing government organizational structures and improving institutional reforms.At the same time,the article also emphasizes the importance of improving the administrative functions of township governments from the perspective of new public services,aiming to build a more efficient and convenient rural governance system,improve public satisfaction,and promote the process of rural modernization.The research results have certain enlightening effects on promoting rural modernization construction and improving government service levels.
