长江经济带与黄河经济带卫生资源配置效率差异及影响因素研究

摘　　要：目的对我国长江经济带和黄河经济带卫生资源配置效率存在的差异进行研究并分析其影响因素。方法运用DEA-BCC模型和Malmquist指数探究2016—2020年两个经济带各省份卫生资源配置效率差异,构建面板Tobit回归模型探究卫生资源配置效率的影响因素。结果长江经济带各省份卫生资源配置效率情况较好;技术进步指数降低是两经济带全要素生产率下降的主要原因;各影响因素对两经济带卫生资源配置效率的作用效果并不相同。结论两经济带的卫生资源配置效率均有待提高,应通过优化资源配置、鼓励技术创新、重视影响因素等方式,推动区域医疗卫生事业协调发展。Objective To study the differences in the efficiency of health resource allocation between Yangtze River Economic Zone and Yellow River Economic Zone in China and analyze their influencing factors.Methods The DEA-BCC model and Malmquist index were used to explore the differences in health resource allocation efficiency among provinces in the two economic belts from 2016 to 2020,and a panel Tobit regression model was constructed to explore the influencing factors of health resource allocation efficiency.Results The health resource allocation efficiency of provinces in the Yangtze River economic belt is in a better situation;the decrease of the technological progress index is the main reason for the decrease of total factor productivity in the two economic belts;the effect of each influencing factor on the health resource allocation efficiency of the two economic belts is not the same.Conclusion The efficiency of health resource allocation in both economic belts needs to be improved,and the coordinated development of regional health care should be promoted by optimizing resource allocation,encouraging technological innovation,and paying attention to the influencing factors.
