摘　　要：目的 构建更为客观公正的医院科研能力效率评价模型,对医院进行客观高效评价,为遴选高水平医院、对医院进行学术管理及资源分配提供工具。方法 收集某地区64家三级科研产出、学术成果、科技条件等数据进行指标构建,通过使用主客观赋权法构建新的综合赋权法得到指标权重,利用赋权后的结果使用基于前景理论的多准则决策评价(TOmada de Decisao Iterativa Multicritério,TODIM)法对需要作出决策的医院进行实证研究,验证了此种方法的有效性。结果 通过案例匹配,与基于折衷优化的扩展多准则决策协调优化(VIse Kriterijumska Optimizacija I Kompromisno Resenje,VIKOR)法进行对比后发现,TODIM法使用综合赋权后的评价结果最好,验证论文所提出方法的有效性和可行性。结论 TODIM法具有更好的性能,可帮助医疗卫生人员快速了解某地区医院科研能力上的优势排序,综合分析医院的优势和不足,从而为医院及地区医疗科技发展提供决策支持。Objective To establish a more objective and fair evaluation model for the efficiency of hospital scientific research capability,and to evaluate the hospital objectively and efficiently,which can provide tools for selecting high-level hospitals,academic management and resource distribution of hospitals.Methods 64 tertiary scientific and technological output,academic achievements,scientific and technological conditions and other data in a certain area were collected for index construction.A new comprehensive weighting method was constructed by using the subjec⁃tive and objective weighting method to obtain the index weights.Using the weighted results,the multi criteria deci⁃sion evaluation TODIM based on prospect theory was used to conduct empirical research on the hospitals that need to make decisions,and the effectiveness of this method was verified.Results Through case matching,a comparison with the VIKOR method reveals that the TODIM method uses the best evaluation results after comprehensive assign⁃ment,verifying the validity and feasibility of the method proposed in the paper.Conclusion Compared with other evaluation methods,TODIM method has better performance,which can help medical staff and health industry personnel quickly understand the advantages and disadvantages of a hospital in scientific research capability,comprehensively analyze the advantages and disadvantages of a hospital,so as to provide decision support for the development of medical science and technology in the hospital and the region.It also provides new ideas and methods for building a more scientific and fair evaluation.
