摘　　要：目的 通过探索实践公立医院“三重一大”议事决策纪检监督机制,加强党风廉政建设。方法 采用自制调查问卷,对上海市18家公立医院“三重一大”议事决策制度执行情况开展调查,并分析存在的问题,探寻有效的监督方式。结果 建立公立医院“三重一大”议事决策纪检监督机制,探索实践纵向从党委班子层面、职能部门层面、临床科室层面的分层次监督,横向从决策前、决策中、决策后的分阶段监督。结论 公立医院“三重一大”议事决策纪检监督机制建设,通过加强制度建设,明确监督内容,强化程序监督,落实责任追究,能发挥监督效能,提升医院决策管理水平,防范决策风险,强化对权力的监督制约。Objective Through exploring and practicing the discipline inspection and supervision mechanism of the“three importance and one greatness”decision-making system in public hospitals,it will strengthen the construc⁃tion of party style and clean government.Methods Using self-made questionnaires and practical exploration,it investi⁃gated the implementation of the“three importance and one greatness”decision-making system in 18 public hospi⁃tals in Shanghai.It analyzed the existing problems and explored effective supervision methods.Results It established a discipline inspection and supervision mechanism of the“three importance and one greatness”decision-making system in public hospitals.It explored the practice of vertical supervision at different levels,such as the party com⁃mittee team,the functional departments and the clinical departments.It horizontally supervised from the stage of pre-decision-making,decision-making,and post-decision-making.Conclusion The construction of the discipline in⁃spection and supervision mechanism for the“three importance and one greatness”decision-making system in pub⁃lic hospitals can clarify the content of supervision by strengthening system construction.Meanwhile,the system can strengthen procedural supervision and implement accountability.The system also can improve the level of hospital de⁃cision-making management,prevent decision-making risks,strengthen the supervision and restraint of power.
